The Empowering Pakistan: Jobs project is a USAID funded project designed to improve the competitiveness of the Pakistani economy by strengthening systems for workforce development, encourage Pakistani companies to invest in human capital, and improving access to training, jobs and business opportunities for youth and women.  The four components are (1) Industry Sector-Led Technical Training; (2) Employability, Job Placement, and Entrepreneurship for Secondary School and University Graduates; (3) Integrated Work and Learning Program for Less-Educated Youth; and (4) Youth Employability Exchange Systems. This will be a large, complex and challenging project seeking to improve access to employment, increase incomes and sales.

 Position:   Security Operations Manager

 Supervisor:  Director of Security, Abt Pakistan

Basic Function Of Position

The Security Operations Manager will support the implementation of the company’s risk management activities in-country.  He/She will work with company’s Director of Security and the Security Management committee in Pakistan.

  • Responsible for applying the Security Management Plan across all Abt Projects in Pakistan
  • Ensure that the Safety and Security Check list is applied and practiced in each project
  • Prepare a monthly brief for the Threat Assesment report for the Director of Security
  • Ensure that all Abt staff are compliant to safety and security protocols
  • Provide support and assistance in the regular reviews of the Security Management Plan
  • Development and maintenance of contact information for all of the company’s staff, local and expatriate, working in Pakistan
  • Support implementation of travel management plan and maintenance of staff movement matrix.
  • Responsible for the dissemination of threat analysis and threat assessments, as and when they are required, in order to ensure relevant accurate information on the ever evolving security conditions in the country are being passed to all Abt staff in a timely manner to staff in-country and to relevant US-based management.
  • Interact and develop relations with Security Staff from other agencies including USAID, UN, Embassies, relevant Government agencies.  NGOs and other forums and gather security information from these sources
  • Ensuring validation of any reports and manage security information dissemination
  • Support other activities as required by the Director of Security

Skills/Knowledge Required:

 

  • Knowledge of security management issues in the context of foreign subsidiaries and projects operating in-country strongly desired
  • Sound experience in security management issues
  • 5+ years of experience of working with NGO’s
  • Administrative and logistical background
  • Good working knowledge of English language
  • An understanding of budget and finance issues
  • A working knowledge of mobile communications networks and servicing companies
  • A working knowledge of security protocols and travel management implementation
  • Possess strong IT skills upto and including the use of all MS Office based programmes

The Executive Assistant Partnership Development and Cost Share will provide high-level administrative support by conducting research, preparing statistical reports, handling information requests, and performing clerical functions such as preparing correspondence, receiving visitors, arranging conference calls, and scheduling meetings. May also train and supervise lower-level clerical staff.

 

Position:                 Deputy Director Workforce Investment

Reports to:             Director Private Sector Alliances and ICT

Location:                Karachi (or other as assigned?)

Qualifications:       Masters, 10+ years of Private Sector experience in senior management capacity, in depth understanding of private sector workforce development and HR best practices, understanding of ICT applications to enhance learning, ability to work in team environment, flexibility, experience in identifying and implementing programs for women, ability to travel throughout Pakistan, international experience an added plus.

Key Skill Sets:        Demonstrable Management Skills, Ability to manage multiple levels of relationships, creative thinking

Description:

  • Develop and maintain key industry and district level alliances and relationships with Commercial Organizations to obtain concrete job hiring commitments, identification of skill requirements.
  • Represent the project to external stakeholders, describing the strategy, developing alliances, and helping support communications efforts
  • Manage district level activities and ensure quality control through EPJ products and activities which are relevant to private sector needs, and more importantly, that
  • Ensure every activity has active private sector buy-in in the form of "3C" alliances providing cost share, curriculum co-development and hiring commitments.
  • Identify district level opportunities to increase use of technology to enable workforce to enhance skills and employment opportunities such as virtual training, to sharing information via cell phone technology, to creating project portals and other initiatives on a local, regional or national level.
  • Ensure data on alliance and ICT activities is reported in a timely manner..
  • Participate in District Level EP Coordination.
  • Provide written and verbal reports as well as presentations as required.

 

Position:                 Deputy Director Business Training Networks (BTN)

Reports to:             Director Private Sector Alliances and ICT or other as assigned

Location:                Karachi or Lahore

Qualifications:       Masters, 10+ years of Private Sector experience in senior management capacity, in depth understanding of private sector workforce development and HR best practices, especially as related to international certification programs, experience in developing inclusive programs for women, understanding of ICT applications to enhance learning, understanding of skills development and training programs, ability to work in team environment, flexibility, ability to travel throughout Pakistan, international experience an added plus.

Key Skill Sets:        Demonstrable Management Skills, Ability to manage multiple levels of relationships, creative thinking, knowledge of public and private vocational and other learning institutions.

Location:                Karachi or other districts

Qualifications:       Masters in Economics or HR, 5+years of experience in sector specific workforce development or Industrial Development, Experience with training or HR in large industries a plus, ability to work in team environment, flexibility, ability to travel throughout Pakistan, experience in developing inclusive programs for women

Key Skill Sets:        Demonstrable Management Skills, Ability to manage multiple levels of relationships, creative thinking

  • Develop Placement Processes and monitoring mechanisms
  • Manage district level capacity building activities with a specific focus on gender inclusion and ensure quality control through EPJ activities which are relevant to private sector needs.
  •  Ensure every activity has active private sector buy-in in the form of "3C" alliances providing cost share, curriculum co-development and hiring commitments.
  • Implement the EPJ strategy for using technology to enable workforce development by building institutional capacity from virtual training, to sharing information via cell phone technology, to creating project portals and other initiatives on a local, regional or national level.
  • Ensure data on placement activities is reported in a timely manner
  • With other team members, represent the project to external stakeholders, describing the strategy, developing alliances, and helping support communications efforts.

  • Conduct research, identification and development of key Capacity Building Training programs, including updating sector specific technicial curriculum to meet international certification standards.
  • Develop Curriculum Development Plan through EPJ BTN strategy that addresses private sector needs
  • Develop HR best practices Guides and Training Plan
  • Implement the EPJ strategy for using technology to enable workforce development by building institutional capacity from virtual training, to sharing information via cell phone technology, to using project portals and other initiatives on a local, regional or national level.
  • Ensure data on students certified is linked to students placed and is reported in a timely manner
  • With other team members, represent the project to external stakeholders, describing the strategy, developing alliances, and helping support communications efforts.
  • Under direction from the Director Alliances, participate in District Level EP Coordination.
  • Provide written and verbal reports as well as presentations as required.

 

Position:                 Manger Industry Led Certification

Location:                Karachi or Lahore

  • Ensure Reporting as per EPJ M&R requirements
  • With other team members, represent the project to external stakeholders, describing the strategy, developing alliances, and helping support communications efforts. Provide written and verbal reports as well as presentations as required.
  • Under direction from the Director Alliances, participate in District Level EP Coordination
